The Deputy Minister
Stuart J. Whitley, QC
Mr. Whitley was named Deputy Minister of Health and Social Services in July 2007. He has had an extensive and varied career in the federal, provincial and territorial governments since his call to the Manitoba Bar in 1973. He started his career as a crown counsel (prosecutions) with the Manitoba government. Prior to joining the Department of Justice Canada in 2000, he was Director of Public Prosecutions (1987-1989), Assistant Deputy Attorney General for Manitoba (1989-1995) and Deputy Minister of Justice for the Yukon (1995-2000). He has had conduct of cases at all levels of courts in Canada, including many cases before the Supreme Court of Canada.
Mr. Whitley most recently held the position of Senior Regional Director for the Northern Region, Justice Canada. In 2000, Mr. Whitley joined the federal Department of Justice as the Regional Director of Policy, Programs and Integration in the BC Regional Office of Justice Canada, and in 2003, took over carriage of the Northern Region. Over the course of his tenure in the North, Mr. Whitley has played a leadership role in contributing to healthy, safe and prospering northern communities in ways that reflect the unique character, history and culture of the North and its diverse peoples. He has been recognized for his extensive community service work.
